Just place two 1p/2p bytes like how you would place CaS equipment.
for example: 00XYY000 00 for the perma half and 00XYY001 01 for the second "breakable" half.

Palettes are mention in the quick video, and 1p/2p parts don't work exactly the same like CaS parts. The Breakable parts (01) WON'T APPEAR without "00".

I'm obviously very confused lol. I'm quite sure I have no idea how manually change the color of equipment through the editor, which is what I thought you referring to by "palette."
