Actually no. There is a loophole in the licensing that allows marvel access to to quicksilver and scarlet witch.
Fox has the rights to all mutants including said two mutants but what allows marvel access to these two is that they are prominent avengers. It gets even muddier because both beast and wolvie are also avengers but marvel will never get the rights to them as they are well known. Quicksilver and scarlet witch on the other hand aren't.
So here's the deal: marvel can't acknowledge their names. Meaning their actual name not code name. They can't use the word mutant and they can't acknowledge that magneto is their father. As that would alude to them as mutants and the xmen.
That's why in the movie they're called miracles and are the product of the mind gem and von strucker's experiments. Also why at first they're addresses as the twins. And their involvement with the brotherhood of evil muTants aren't mentioned. Basically they changed their origin story
