Got back to reading through the book to help with some designing. Apparently, there is a passage in the Xiba section where the designer (Kawano) admitted that Xiba was intentionally meant to be hated by Western fans.

I had a notion even before getting a hold of the book that Xiba didn't even had the secret treasure that Ivy requested in the SCV story. It's because it was when I saw the REAL Kali-Yuga,... dead in view in the Penitentiary of Destiny... with Kilik. The art book when I read that one part only confirmed my hunch.
