I swear by B+K, personally. I think it's an incredibly useful tool if you can predict an opponent's horizontal patterns. Useful for stuffing 2A attempts, too. Using it post 3[B] is very difficult on opponents with fast AA strings, though, if not impossible.

As bad as it is, there's no one that Siegfried cannot beat in SC4. It was a lot worse in 3 in my opinion. Just my two cents, but there are people more knowledgeable than me out there.
Y'know what? As long as I can smack people with 3[B], B, I'm happy. Whether it's a CH combo or a natural combo, it's highly entertaining.
As for technicalities? I like both versions of Sieg, but I prefer and am happy with the way he is now.
