I loved Raph back in 2 and played the shit out of him. I really tried to like him in this game but playing him is like repeatedly smacking your head into a brick wall.

....because the 44A BE seems to connect after the 2B+K BE.
If you go test it in training mode with and without air control you'll find that when it's on the AAB will connect and when it isn't on, the opponent will drop out of it.

Obviously some of the tiers are generous in terms of their size. Low tier probably needs to be split into something like the following:
Low-Mid: Aeon, Tira, Zwei
Low: Raph, Damp

Top tier - APat, Mitsu, Cerv, Algol, Omega, Viola
High tier - Astaroth, Pyrrha, Ivy, Nightmare, Yoshimitsu, Patroklos, Voldo, Natsu

In short, yes. If you're having trouble, don't rush it - you have to wait a relatively lengthy amount of time after the 6A+B4 before inputting the A:6 and the just-frame itself is quite slow (so wait for the around the time when the A connects).

Supposed pro opinions. The tl;dr is that, according to those at the WC, A Pat is theoretically the best, likely followed by Mitsu, Pyrrha and Viola. NM isn't well-rounded enough to be considered top-tier and Sieg isn't even close.
