Anyway, the defaut option should be the one who is the more pleasant for most of the fans, if you want to add some glasses or any ugly anachronic stuff: CaS is here for you.
On my side, like some other people here, I'm a competitive player. We won't have access to Raphael CaS in tournament.
Raphael looks nice, but the glasses... meh ??
What a waste for the rest of the design IMO.
I never had any problem with masks or hats, because it fits to him and the period.

I'm pretty sure that ICE is too late with his 66A+B, and that IRM could have ukemi the 66B. That means there is a reset for the damage and 66B is doing 100% damage. This is actually not the true damage of the combo. (you can check the "hit count" stops at 3).
Well he was nerfed because people (with SC4 in head) had no idea how the meta would have evolved, and that in this one he wouldn't have been OP.
Still this is the idea : it is too soon to think about Tier or OPness now, we have no idea about the full potential of every chars and how the meta...

3K is very good yes, IMHO it is in Siegfried's top5 moves.
The push back, the range and the frame are interesting.
I think that the best way to use it is at tip range.
On the other side it is stepable and it is doing 16 dmg, so people just don't care to get hit by this hahaha.
It is +4 on hit...
