If you are having problems finding people that you have played VS on steam and want to add them as your friends you can go to (ingame) network > replays > battlelog >The game where you faced this person > view this person license > Sub menu (press x on box pad) and then click on profile and you will be taken directly to their steam profile.
This is easy to miss and way to often people use the same name on steam so it can be hard to find someone with the search fuction. Sorry if this was old new to you all
