Hilde has no "soul calibur" weapon

No she doesn't.
But neither does Killik, Mitsurugi, Raphael, Rock, Taki or Zasalamel
 
I'm pretty sure it has to do with the story of each character. Taki for example wouldn't use either weapon because she knows the dangers of both. Mitsurugi trusts his own strength over the powers of either weapon. Etc Etc.

Hilde doesn't have those 2 weapons for these reasons, in my opinion.

She doesn't have Soul Edge because she is not evil and because she knows that it is evil.
(Yun-seong wants Soul Edge not because he is evil, he is not, but for its power. He wants to save his country with it, but he doesn't know...no...doesn't want to understand that it is evil.)

Now...Hilde doesn't have Soul Calibur for many reasons. (In my opinion always)
Well, she is new and she is not directly involved with both weapons. Also she already knows that Soul Calibur is held by Siegfried. Another point might be that she is not the "chosen one" by Soul Calibur.


According to SCBD (which gives almost all the chars the same weapons as the ones in SCIV)...

Here are the characters that have Soul Calibur as their ultimate weapon:
Siegfried (Current chosen one)
Cassandra (Wants to help her sister whose child is kidnapped by Soul Edge)
Ivy (Wants to fight her relation with Soul Edge)
Seong Mi-na (Knows pretty well that Soul Edge is evil)
Setsuka (I have no idea...)
Xianghua (She was the 1st "chosen one")
Yoshimitsu (He has a pure heart and helps poor people. Also wants to take revenge for his friends who were killed by Tira)

Here are the ones who have Soul Edge as their ultimate weapon:
Nightmare (He is Soul Edge)
Amy (Although Raphael should be here too, I think because she is possesed)
Astaroth (Wanted Soul Edge for his master, but now for himself)
Cervantes (First "chosen one")
Lizardman (He is not human anymore and his soul is in Soul Edge)
Maxi (Might be the new host of Soul Edge)
Sophitia (Might be the new host of Soul Edge)
Tira (Soul Edge's servant)
Voldo (He wants the sword for his master)
Yun-Seong (He wants the sword to save his country)

Here are the ones who have both weapons as their ultimate one:
Algol (The swords' creator)
Kilik (Was possesed but now wants to atone)
Siegfried (This "Broken Destiny" sword looks like the 2 swords have been merged into this one)
Talim (I don't really know, but it seems that she needs both swords to destroy each other and calm down the winds)

Here are the ones who don't have neither of these weapons as their ultimate one:
The only explanation that would make sense is that they are neutral, but anyway...
Dampierre (His "Bipolar Sword" is just an imitation, it is fake, that's why I placed him here)
Hilde (She believes that Siegfried is the one who will save them)
Mitsurugi (Mitsurugi doesn't need any of these swords, he has the sword Soul Mitsu :P)
Raphael (Who knows...? Maybe neither of these 2 swords want him...)
Rock (Surely neutral)
Taki (She knows what's going on here)
Zasalamel (He knows what he wants)
