The Japanese voice track is still there because I've heard it in the Japanese trailers for the game so is there a way to enable these voices outside of Japan, even by circumventing the game itself?
Is there a way to force Japanese audio in Soul Calibur II: HD Online?

So...some development, I suppose.
Using..."a method" I obtained the Japanese version of SC2 HD Online on PS3 and, bewilderingly, it has the missing voice toggle option from the US version, meaning the Japanese version was able to use English or Japanese voices.
Now I've gone down the rabbit hole of looking at .OLK files to figure out what the structure of the game's data is. I may be able to swap in the voice files from the Japanese version of the game in place of the voice files for the US version then repack it.
