I think it's more due to the fact it's Tumblr of all places that did this (though we all know Apple has Tumblr by the balls as in Tumblr had to sanitize itself if it wants to remain on Apple's app store).
Tumblr used to host porn no problem until this. Pretty stupid, seeing as how that's a gigantic chunk of the audience gone.
 
So...What if the datamine is wrong and the devs are planning different characters but named the data files Cassandra and Amy to throw people off?

What could they possibly stand to gain from creating misdirection like that and frustrating/alienating two separate segments of their dedicated fanbase? When developers want to keep their content under wraps, they simply don't release information about it (intentionally, anyway). What a company will not do (if there's anybody with half a brain at the helm) is troll their customers for shits and giggles. You're not the first person to suggest this here (unless it was you the last time), but it was a fever dream then and makes no more sense now. Absolutely zero percent chance of this.

On the other hand, it is entirely possible (if somewhat unlikely) that they planted that information there as a kind of pre-announcement viral marketting for the pair. That is something an internet / social media savvy company might do.

Seems like those are notes from the previous patch. They haven't actually updated the site yet, by the looks of it, otherwise we'd see a lot more changes since they've talked about a lot more planned for this patch.

it says released in the middle of january at the top. I made sure this was 1.11
 
Seems they didn t touch raph 6B while they did something to iprep.
They nerfed 4A though and that is the usual uncalled nerf
Seems they nerfed ALL of raph low pokes but 2K -.-
Raph seems to have the most nerfs by number along sieg and voldo but without kowing japanese its hard to tell….
Yet they hate him since scIV so wouldn t surprise me if he was hit harder than he deserves (being the least played character in JAP doesn't help)..

Buffs to 66B+K are also uncalled for… strongest raphael move can't be buffed much ( i guess GB properties maybe? would be too much imho).

Some huge nerfs to raph RE … (RE SUCKS anyway).

I also seen some commands i didn t knew existed.

I feel like this patch is gonna be trash.
Don't look at Ivy and Mina then....

I take back what I said earlier when discussing another topic, Robert: turns out Namco is willing to troll its consumers on at least some occasions. That's the only explanation for this sadism I can fathom.

Actually, one other possible explanation: Namco is pursuing a diversity in hiring policy and therefore outsourced all of their balancing work to a team comprised exclusively of the blind, assisted by developmentally disabled children describing what they see on screen.

The amount of buffs that Mina recieves is... Questionable? I don't want to use ugly words
I think it's better to wait untill translation but even without it some of those changes seem a bit concerning (I also hope Geralt's buffs won't be superficial)
 
Raphael got hit the most with an overall 9 nerfs to 4 buffs.

Surprisingly seems they nerfed every single low poke (one of traditional raph strong points).

He didn t deserve it for sure looking at his overall performance…
But then i remember that is tradition for namco to ruin the game at second patch... they are following the same path of scV.

But mostly… how comes nobody translated them already? also Thanks to namco for the usual consideration of the western customers….

Yeah, that's pretty much the silver lining here: Tira and Astaroth basically got their wishlists of changes. I'm happy for them anyway. Well, more so Tira's players since I think that (aside from the obvious example of the whiffing animations) the complaints about Astaroth were a little exaggerated.

But to answer your question: considering everything and looking at the importance of the various changes, the big losers are 2B (which is a shame, I think they were in a hurry to respond to fan gripes too hastily, when some of the problem was that she was just unfamiliar to players, and over-corrected) and Rapha, who got hit even harder. Azwel wasn't even nerfed at all on the balance; they just shifted the benefit of his different moves around a little, as promised.

But honestly, the nerfs pale in comparison (in terms of dubious, problematic changes) to the three most dominating characters (who have been OP bordering on broken) receiving significantly more buffs than nerfs for the second patch in a row. You know, I really do try to give the devs the benefit of the doubt when it comes to balance patches; nobody should have access to more data (and the opportunity and motivation to finely analyze it), professional feedback and development insights. But on this occasion, I'm going to call a spade for a spade: they've lost the plot on this one. Never have the first two patches put a game farther from balance than it was at launch than has occurred with this game. Ugh. Ugggghhhhh. You hear me Namco? I know you have difficulty keeping up with English feedback, so I'll just use simple emotive sounds: uuuuuuuuuuuuuuuuuuuugggggghhhhhhhhhhh! If that fails, we'll try pantomime:

2B had issues.
She had unreliable hitbox, an OP step/backstep that let her step horizontals and some silly behaviors on block (example after raph SEA and AG,A on hit and on block she almost "suffered" double pushback compared to any other character putting her at advantage and out of the rest of the string).

She was rushed indeed.
I just hope Raphael will remain mid tier but i strongly doubt it,... its also the least used character in Japan so its clear what to expect.
 
I'm hoping for some improvements in online functionality, the december patch made it possible to at least play online on Xbox, but it's still laggy and unstable, not to mention we still get dumped into a random casual room instead of getting a list to choose from.
