It sounds like something similar to Soul Calibur: Broken Destiny on the PSP, only maybe for the Vita / 3DS. No idea though, would love it to be an update to SC5!

Hopefully if it gets released to Vita it will have cross play integration.

Not that I'm aware of. All we've gotten is an announcement that it's in some early stage of development, and it wasn't even really an official announcement.
And, of course, this is assuming that it wasn't a lie to begin with.
