Her 2A+K technically tech jumps lows since her body is up swinging like a stripper.
So it's good for that, but her 77_11 B give you the same thing it's just a stronger vertical instead.
Would you ever need to use a horizontal on a tech jump over a low?
SC 3, great game with an in depth interactive tutorial that really taught every aspect of the game.
Plus the faster pace added a bit more adrenaline to it. Too bad that same sharpness led to glitches.

I'm of the mind that movesets are important, but knowing when to use moves clearly trumps that. Knowing your range, timing, and follow ups over your entire move set is crucial. I still haven't built any of my characters full combo's up yet because I don't have time, but knowing their basic moves...
What would we do to improve SCIV
I would give it a meaningful, interactive tutorial with Olcadan like there was in SC III to teach beginners the basics like ducking highs, steping verticals, and blocking throws, along with complexities like JF, Ukemi, and mix-ups.
And I'd allow retry's for...
