Lost it's appeal because of the world. In 1/2, it was a relatively mundane, normal world in which you could do some crazy stuff to the poor average joe citizens.

SR3 changes this. It's a crazy world full of furries and mentalist mutants. It makes the comic violence I can do much less impacting because everyone else is doing it too. It no longer feels as "out there" because it's a common occurrence.

And Vice City did the Dildo thing first so, natch.
