This is most likely a bad case of Malware. Download the program Malwarebytes on their main website and run the appropriate updates and then run a scan. If you're unable to download it on the infected computer, obtain the setup file through a different computer and transfer it to that computer using a usb device, then run the updates. If it doesn't let you, attempt it on safe mode with networking.
