I would just add that while you are in the lab figuring out how to punish 4B with your favorite character(s), be aware of 4B6. In particular, MST A+B stuffs some weak advancing attacks for massive damage, and MST A catches kids that see 4B once and step for days ever after.

I think pretty much everybody would like to see characters that need help buffed, rather than see effective characters nerfed. Character nerfs virtually always generate more salt than good. I don't play Raph or Siegfried, but I would MUCH rather see them get meaningful...
I think Mitsurugi's bears mention on utility alone. You can tack it on to pretty much half his moveset, it combos into itself, RO, W!, and scoops enemies off the ground. There are a lot of moves in the game that hit grounded, and a lot that RO/W!. There are not a lot of moves that can RO/W! FROM...
It's 8 hits, but that's neither here nor there. I really don't see how a 100 damage combo breaks the game.
In the first place, it's not completely outside the range achievable by other characters. Cervy, Hilde, Algol, and aPat can all get similar or greater damage under some circumstances...
And tier lists don't determine bans, overcentralization of a metagame does. Nobody thought Algol was unbeatable; just that beating him would become the focus (or at least, a major part) of anyone's game plan. IE if you didn't have a plan for Algol, don't bother playing.
