Isn't 3A+B one of her best tools? It tracks, good range, apparently -6 and any move you will do that is less than i13 will interrupt any move the opponent does, wall splats, HITS...
Comparing to Ramon, who doesn't even use 3B outside of combos.
If that's the point then, why don't you use 44B instead? TC, tracking, hits grounded, and is a bit slower than 3B.
Good thing the opponent isn't punishing you. But on paper it has an area of punishment still.

You input 4 as soon as stab hits the opponent. You only have 1 frame to do 4 to execute the JF version of the stab. Try practicing and you'll get it.

In my own case, I use CE when you have a guarantee that it will hit (e.g in combos). But to answer your question, the opponent must use an attack that will whiff then at the same time you use CE. This cases can do well specially when you're in advantage or turtling. But don't rely that it will...
