This is assuming you don't have a HD vid capture card.
Things you need:
Game console
SD CRT TV
Computer with video capture card with s-video (for higher quality) and 2 RCA audio input jacks
2x Amazon.com: RCA Splitter Male to Female: Electronics
2x Amazon.com: Dual RCA Stereo Audio Cable - 12 ft.: Electronics
2x Amazon.com: RCA Coupler: Electronics
1x Amazon.com: Cables to Go 29164 Velocity S-Video Y-Cable, 1 ft. - Blue: Electronics
2x Amazon.com: S-Video Cable 6 ft. Gold Plated: Electronics
Total: $15 not including shipping, tax, tv, console, and s-video connector for your console.
There might be an easier way to do this, but this is definitely cheap.
Basically, what you're doing is cheaply splitting the S-video and 2 audio signals into 2 s-video and 4 audio signals. You'll get some loss because this is analog and it isn't being boosted at all, but that's ok, it's super cheap!
What you could do is get a VDA (video distribution amplifier) which will boost the signal before splitting it and getting basically perfect s-video and audio signals to both the TV and Computer... but those cost $50-$100 for the most basic ones.
