Or is it only possible by quickly doing the input?
Also. Is it Random like some of Dampierre's moves?

Are you talking about EWGF? Theres a thread about on this exact forum with a tutorial video on it, it is the same way you do it in tekken

It's all about hitting the 3+B correctly at the end, never random, never been random.

How do you do it correctly?
I've been trying to do this lightning EWGF, but it pops up like at random times lol.
Do you have to do it right AND quickly do the input?

Yes, 623+B as fast as you can, try to do this in training and make sure your hitting the 3 and the B at the same time.
