I'm just learning Xianghua. Is the input supposed to be done before the grab, the animation, or some other timing?

Press 214B+G to initiate the grab. Then input 412B after the grab connects to follow up. The window is very large so it's not difficult to time; if it's not coming out you've probably missed an input.
As the comments above point out, it can be blocked, but it's quite difficult to do and you'll be at advantage regardless. If it connects, follow up with 1B for 70-72 damage in total.
