Maxi's History?

So what's Maxi's history? Where is he from? I've heard there's speculation he might actually be from the west, and that's why his P2 costume has had blonde hair (though I'm not sure if that still holds up since if he was dying his hair, it wouldn't be faded and "greying" like it is in his P1 costume in 5).

I also notice he has no last name listed, where most of the other characters do. Any speculation on parents or a last name?
