Fall dmg doesn't deal 25 dmg but 100% dmg of aerial move that was impacted.
So 9K that deals 20 dmg will make also 20 dmg from fall.
Natsu last hit of roll BBB deals 65 dmg, and fall dmg of it also will take 65 dmg.

Wall splat dmg after GI aerial moves also depends on aerial moves dmg, but it's not 100% but about 25% from it.

I'm not sure if this is known, but I was practicing some combos after you GI someone's air attack. If you didn't know already, when you GI someones air attack, they go into an uncontrolable air spin. If you just let them hit the ground without hitting them, they will take 100% damage of the aerial move that was impacted. So a 9K that deals 20 dmg will make also 20 dmg from fall. However, I discovered that there is a very brief period where you can hit them with certain moves and it will act as if they are standing just before they hit the ground. This will only count as a normal hit, but as you can see in the video, it will allow you the chance to pull off BnB's. The timing isn't very difficult to learn either. So get practicing and figure out how your favorite characters can utilize this! Here's a video demonstrating it:
