I've been toying with 8WR for a long time now, trying to find some way to do that elusive 8WR move from absolutely anywhere, and it just doesn't exist, unfortunately. But you can do it from neutral, and you can do it from moving in any direction. To do it while you're moving, just roll the stick over to the direction of the move you want to do and hold it as you press the button. I've been doing a different input for using this technique at neutral, which is less instant and more I'm in 8WR but you can't tell I went into it. Notably, my way works with every character, every move (as far as I know).

This little tech has improved my Leixia gameplay quite a bit. For example, I like hitting people with run-up 22K. So basically, 663[2]K. It is extremely effective. I execute 11A the same way. I also like to do 22B+K while I'm just standing there, auto-GIing on a read, and getting a launcher combo from the follow-up. But by far, the most useful thing for Leixia I've found by toying with 8WR is that I can get 22B to not double back on itself. You know, 22B makes her move in the 8 direction and vice versa, and that often causes you to step out of moves only to move back into them. The input is 22369[8]B. When you do that, she continues moving in the desired direction with a pause only as long as your input is slow.

So yes, toying with 8WR is a great thing indeed... but I don't think i8WR really exists. For all you know, you might just be entering 8WR when you do that motion.
Are i8WR moves possible when it matters? I've been unable to i8WR moves after doing attacks. I'm waiting for the move to end before inputting anything. It really seems they lock you out for 10 frames.

Tested with Yoshimitsu against O.Pyrrha:

O.Pyrrha recorded to do BB then 2B+K. Yoshimitsu tries to interrupt 2B+K after blocking BB with i8WR 33B.

BB is -6. 2B+K is i20. So Yoshi has 26 frames to interrupt. A normal 33B will be i17 +10 frames for the QS. 17 + 10 = i27, so it's just barely not possible to interrupt or trade with 2B+K. So if it's possible to interrupt with i8WR 33B, this would be a useful tech!

Well, it's not possible. Doing it too early just gives you 3B. Too late and I'm interrupted. So it won't save you even a frame of time, and that's if you're frame perfect; you'll likely lose more frames. As a Yoshi player that needs to time iMCF inputs exactly when hit/blockstun ends, I can tell -- you definitely need to wait a bit before i8WR moves are possible. My testing confirms that wait is at least 10 frames long.

So this tech is essentially no different than 6632B for 22B or 44123A+B for 33A+B. It still takes at least 10 extra frames, you just aren't moving when using this new tech, which could be useful for hiding the fact that you're doing 8WR moves. The QS is quite the tell, but is standing still doing nothing for 10 frames (not very long really) worth it? You decide.
