They didn't have to.
SC2 was simply intended to continue the SC storyline by retiring some of the older characters (Hwang, Sophitia) and introducing their successors (Yun-Seong, Cassandra). It's a super common trope in fighting games. But then they brought back Sophitia because of her popularity.
Does anyone remember when there was a "leak" of the final SC6 roster on 4chan that mention Azwel by name? Most people just ignored it because 4chan.
But then, like a week later, Azwel was revealed. All of a sudden, people were like "WTF, let's take another look at that roster."

I feel like we've been really lucky with the guests in SoulCalibur 6, as they've either been good fits thematically, or at least fun to play. Honestly, I think any of the SC6 guests is better than any previous guest.
