I think if there's a Season 3, it's likely they will add a new character, especially if they have to start digging into the lower dredges of popularity.
At the very least, they would switch the release time of CaS Pack 2 and Cassandra for EVO, though I think keeping it in the order you suggested would be better for sales.
In that context, it makes more sense why they cut a bunch of characters in V and replaced them with new ones. They might have thought that it would more likely bring in a new generation of fans.
