I'm sorry I forgot to ask, but do iCR moves have the same tech crouch startup as 4K?

They all tech crouch at i2 I believe. But one thing I found odd is while CR A+B is i16 (with CR having a startup of 10 frames) iCR A+B is i19, so I guess its not exactly instant...
