Question about range and long distance attacks

Is there some kind of advantage by using long range attacks and keeping your enemy at a distance? For example, does a long range attack of i21 beat an opponent's short range attack of the same speed (i21) or will they still clash?
 
Oh of course. It will clash, leave the situation neutral, but making people block long range attacks can cause push backs, making the opponent reset the pressure. If Xiba 4B's from point blank range, it causes the opponent to push back, leaving a little breathing room for Xiba.

Playing at a distance when have the life lead can make your opponent run at you, and what happens when they run at you? They don't block. It can leave them in a vulnerable spot. The pressure is on them to make the first move, causing them the greater chance to whiff and that's where your whiff punish comes in or block punish
