that Jin Sakai developed in Ghost of Tsushima?

Is Shugen or Setsuka's Tsushima techniques descended from Jin Sakai's LOL?

Nope. Has always been exactly that. Also, I don't think Sets shares a single move with Jin Sakai... Keep in mind that Tsushima island does really exist and is thus referenced independently.
