Tournaments and Gambling

We all know here that a video game tournament isn't gambling, but recently my group, Avylon, has run into issues where venues do not allow us to run tournaments, as they see it as gambling in the legal sense. Is there any official source where I can debunk them outright? We're mainly talking about New Jersey and Pennsylvania if it's a state issue.

I really have no clue but maybe you can talk to some of the people who have organized tournaments in that area (like Big E). Pretty sure they should be somewhat knowledgeable on the subject.
