The "kilt" and sleeves are all one layer, with a breast plate over it, or what looks like a top.

The concept art of him above with the glasses and straight hairstyle is amazing though. They should use that for the next installment.

Well, after looking at it now I do see it, but not only does it make him look like a jerk, but a rather....mature and sophisticated jerk. That compared to his actual rendition.....
Not bragging on his current outfit though, since it has an excellent background to it, according to Gatsu.
