about this move, speed is not important, but the hit activation frames are. and they are realy really long.

Its such that if you expect some jumping attacks e.g. raph 11B, you can cry baby late because quite a no of jumping attacks land before the attack comes. And the timing is not precise since cry baby sticks out for a looooong time.

It is punishable on hit and block though. So the idea is to waste time while they wait for it to come. Very good for turtle strategy

How many frames punishable?
 
Not exactly sure. I know its a free 2K. im not sure about others. Also, on hit and on guard, rock gets a free groundthrow. Problem about it is that you must do it immediately... if you are slow, you would get cry babied again, or i can guard. of course X has answers to such problems...

why so srs about it. Its only 5 damage.

When you get killed by it - its the most annoying move in existence ~_~
 
When time is about to run out and you have a decent life lead, you want to be on the floor anyway because you take less damage and can't be launched. Add on to that that most characters contain side roll poorly and dont have other serious anti grounded options. Thats where crybaby fits in best, when opponent needs to be hitting you every moment they can post 1[A+B] lie down to win before time and slowing them down means certain victory.
 
That's true but it's better against some characters than others. Some have huge OTG damage potential.

Crybaby's single most useful asset is screwing with people's Okizeme. Most players will take advantage of a knockdown by going in for the kill - being able to interrupt this and attack back screws with your opponent's rhythm and with their head. It's unique to Xianghua and is a really useful tool to frustrate your opponent - and X is all about being a frustrating little bitch
