It has an extremely quick recovery on whiff, combined with re-aligning if the defender presses a button(so they can't start the whiff punish early without risking getting hit, and if they do it after the stab is done swinging forward you've got to be lucky to catch him with a launcher).

The backstep is large enough it can evade moves specifically used to catch his 4B if you predict it. With Algol I've had 1B, run-forward 66B, and 66A all beaten by the backstep. I've had Pat's 66B dodged. Zwei's 66B made whiff, and got hit out the A follow up. If they're trying to outspace Rugi they're forced to place their character in a situation Mitsurugi probably beats them(spacing) over one high-reward, low risk move. There's of course some characters that can outspace him, but this is a general statement.
As for the other stuff: a pretty good number of characters have grounded hitting CE's, they're no problem in particular. His mixups only become a problem when he's already got good damage outside of them, good guard burst game, good anti step, damaging whiff punishing, and good zone control. Generally speaking when a character is made one of those options is a strong point, and another an exploitable weakness. Or, if they do have powerful options in each they aren't easy to play.
