That's usually what the main tournaments do; one for each system. I'm not opposed to that either. I've run more stressful tournaments before. Not in this game, obviously. But I've done it, and I'll do it again.

Again, if you can't enforce it as a rule, without specific guidelines, what is the point of this tournament? It seems a very odd system to run something on an honor system.
The reason the restrictions are in place is in order to reduce the subjectivity as much as possible.
So, you can enforce these restrictions, why not make specific guidelines as to what constitutes what kind of player can join this tournament?
If you placed fourth in an online tournament with 16 people in it, especially one of the recent ones where the bigger guns have been coming out in greater force, then that means you're pretty damn good.
Lol, have you seen me play? Skill level is subjective. You can't simply group people in skill levels like a tier list, there are a shit ton of what makes people able to beat another person, so many I really don't want to go into it right now. Someone can think of themselves as "Bad" and then absolutely body someone like me, only to lose against someone I can defeat easily. There is simply too many factors at the lower levels that would constitute someone's "Skill level".

Yes, but there's no catalyst to unite these players. The 24/7 lobby used to be a catalyst to unite all levels under one roof, but most people got weeded out and only the very good or the very persistent continue to attend.
Nothing is stopping bad players from playing with the good ones aside from a fixation on win percentages and the thinking that they have to win. You learn and improve more by losing anyway.
So then, what next? Create a lobby and advertise it for beginners

That's just begging for some particularly dickheaded high level player to come in and ruin the day. So kick him out? Impose rules? Then it's starting to get a little too iron-fisted for a lobby, something that's supposed to be a nice little get together. Tournaments are more official, more formal endeavors where rules are not only welcomed but expected. When it comes to bringing together players of this level, an amateur tournament is the most practical way to do so.

Better players come into beginner lobbies and thrash people around all. The. Time. It's just a thing that happens and you have to deal with it. And then, YES. You DO kick him out. That's why the option is there. He is breaking the rules and spirit of the lobby, and as such has no right to be there. Then you go onto say that kicking someone for breaking rules and ruining everyone's experience breaks whatever weird-set-in-stone idea of what you think a lobby is supposed to be. Lobbies with rules show up all the time. (Admittedly dumb ones, like don't grab too much or step own after 3 wins).
If people want to find bad players to be bad and not learn anything new with so they can feel good about themselves because they won a few matches, advertise it on your profile or some shit, or just troll around the introduction section. Or, again, just make a beginner only lobby. Those fill up with beginners pretty quickly, and on the odd chance someone good does come ion and thrash everyone around, just stop being a pussy and kick them.

A high-level player knows what they're doing and is skilled at doing it so comprehensively that they are able to perform consistently well at tournaments, or just among high-level players. A "low-level" player would be someone who doesn't know what they're doing, and doesn't stumble about with any particular talent or skill. A "mid-level" player, I suppose, would be someone who has studied up on most or all of the funamentals, and wields that knowledge with a variable degree of skill.What I want to know, what is your definition of a "mid-level" player?
