Hi. I do not play Asta as main and I did not touch much of SC4, though I did play him quite a bit in SC2. With regards to your 1AA question, having a charge time was better because it made the opponent hesitate as to block or jump or GI. Without a charge time, it just makes it predictable as to when the first hit comes out, a la block -> jump second hit if you see it coming -> punish if possible.
