Interesting indeed. Have you thought about including CEs? Even though it is meter dependent, some punishment games benefit loads from having fast CEs, so just thought I'd mention it.
 
Besides CE some characters benefit a lot from meter. Ezio's i15 becomes 70 with 3x a chance of Clean hit.
I might do it today.

i14: 4B~ CE DMG: 71, KND (High / 50% meter / angle can mess CE up)
i16: 3B~ A:6, DMG: 53, KND (RO / W! / A:6 timing character dependent)
i16: FC 2A+B~ A:6, DMG 54, KND (RO / W! / Corner/Edge only)
i17: 66B BE~ 1A, DMG: 74, KND (25% meter / RO / W! / 66B clean hit: C= DMG 84)

What does Fcable mean?
Doable from FC?
If so:

4a+bA: Yes
2bA: No
A:6 : No
4B: Yes (214 input will result in POssession B though)
3B: No
FC 2A+B: Must
66B: Yes

And i think Yoshi 2a:B is also i8
 
I think those "iWR" in the list here are supposed to just be "WR"
iWR generally means doing WR moves ASAP from standing (which adds 5 frames to impact) like ChaosK said, if i remember correctly.
 
Siegfried's 6A is i15

I saw that this was missing, which is odd because is has great range for being i15, so it's quite significant for Sieg.

Edit: Also, Sieg's B6 and 4B are both i16, which are also missing.
 
Ezio's CE is i13 for 90 damage or 105 with Clean Hit (The only CE in-game with Clean Hit A)

Algol gets 4BA as a punisher for i16 that basically allows him to get full combos and such, usually better than iFC 8B (not iFC 8B BE, that shit gets 60-80 damage free)
 
Aeon WR AB isn't listed in i15. Algol's 6KK is listed twice, in i14 and i15. Also keep in mind that Algol's iFC 8B is at least 1 frame slower than a "true" FC 8B performed from crouch, so you can't punish -16 mids with iFC 8B.
 
It always confuses me how even a bunch of high level players often leave shit unpunished. What's the deal?
