Decided on a whim to go ahead and give it a try. Unfortunately, I wasn't really able to mimic the see-through properties of the sleeves and overskirt, so it may not be quite what you're looking for, but I think the part selection seems about right if you're interested in some inspiration. :)

Ahh, Lulu.
I've always found that the amount of belts and/or zippers in some FF/KH characters' designs were ridiculous, but Lulu's takes the cake. Seriously, that section of her dress is just one huge belt clusterfuck.

I hope you realize that there are limitations on creation mode. Somethings are not going to be possible to replicate fully. This is an example of one of them.Anyone up for a challenge?
EDIT: I'm going to take a crack at it after I complete my english essay... which might take a while.

I'll give it a try.
I feel that her hair was more important to getting her looking right (even though Side Up's part is on the wrong side but that can't be helped) so I used all 3 equipment slots for that, rather than use 1 for the fur on her dress. I gave up on trying to emulate the belt dress so sadly it's nowhere close to 1:1 =) I also wished the texture I put on the dress would get covered up by stickers since I only wanted it on certain portions, rather than just being colored over, but oh well... the limits of SCV CaS.
The hardest part now is figuring out how to work Lulu into my roster seeing as how she's using more than a few parts from other CaS I already have =/. Fortunately, she's easy enough to do over so I didn't bother saving her. So rest easy, Mileena... I won't be deleting you just yet.

That is just PERFECT. Even as a standalone character she'd be one of the best things I've seen in a long time.
