On which characters does the level three SXS B FC3B not work? i.e. it's NOT a guaranteed launcher?

EDIT: After testing it seems it doesn't work on mitsu, setsu, voldo and vader. Why do people not tell me these things? Jesus.
 
For every other character, if they block the SXS B (with guard break), your subsequent FC3B will connect. For those four, if they block the SXS B, your FC3B will whiff. Try it in training with the AI on "block all".
 
pretty sure it randomly whiffs on other characters, too, when they're off-axis. it's happened to me with siegfried and what's-her-face, bonus character cervy--i'm uncaffeinated and am spacing out on her stupid name right now.
