I didn't test the whole roster, only some random big/small female/male characters and until now I couldn't find any characterspecifitiy. Hooray!
How come you think no one does?
..............
i think no uses 4K because it gives no damage off a KND, and even if you use a CE to combo you get very little.
i think no uses 4A because it is slow and has no TS, (lol it does actualy but the input for the method is strict) and she has far more rewarding mid horizontals in terms of damage.
i think no one uses 44B , even though an old staple, because it is unsafe. However, leixia is the safest character in the game. (i will leave it at that).
EDIT: forgot WR K. i think no one uses this move because it is "hard" to go into FC with leixia and mix up with FC K and WR K. when used right these animations can be hard to figure out, but would you fall for measly chip dmaage lows and then crouch because of them? if no then i get a very rewarding mix up even when WR K is blocked.
Now i wonder (not my friend because they know the answer):
Why do you think i would ask a question with an answer i already know? obviously i want your personal answer and perspective.

......
4K 3B B+K
4A+B 3B B+K
- i am at 0 if they forward tech, but i am still at close range or mid (back tech) and this set up makes boxing in more easier with her.
2:4A 2:4A 2:4A 2:4A (from 1p side) (mid horizontals and lows kill it, but 44B and AA kill most mids horizontals and lows) This works off of 4K and WR K on block as well.
4K, WR K, 4A on block give me a free 6KK if they backstep (3B is hard to confrim with 1 frame), AA if they side step and a 44B if they take action. i get a free AA/6KK if they use a slower move to counter 44B.
also, you can delay the WR B BE and it makes the moves itself come out faster. i also seem to have a bigger TC window and if i TC the first hit of an AA (AA killed regular WR B BE) i will aGI the second. (character specific of course).
i was curious if you knew this.
