Well, part of the issue is we are sort of between consoles at the moment. The market is not saturated enough to make next gen consoles but everyone who has them are key potential buyers, yet lots of people still have the old consoles.

The end result is a split in the market and it reduces potential customers. Something like lost souls is cheap and easy to develop for while the market has some time to develope and grow.
