I actually positioned these characters with the thought of Azwel, Hwang, Inferno, and Lizardman as unlockable characters. I would initially have Lizardman next to Nightmare to complete the Schwarzstrom quartet but if he is going to be unlockable then he could be at the bottom row.
Also, the ones I listed on top has some form of relation to one another and Soul Edge. Raphael being the guy who freed Siegfried from Soul Edge, Siegfried being possessed by Soul Edge turning into Nightmare, Zasalamel the guy responsible for reviving Nightmare, Nightmare the embodiment of Soul Edge, and Cervantes the first in-game wielder of Soul Edge while being placed above his daughter Ivy.
Characters to the left are more attuned towards Soulcalibur while those to the right are more attuned towards Soul Edge. The middle characters are the more special characters being Zasalamel (Abyss), Sophitia (Elysium), Geralt (Guest), and Inferno. Azwel is put onto a corner because Algol got the same treatment in SoulCalibur IV and it would make a lot of sense to put Azwel next to what I perceive to be where the created character slot will be placed because of Libra of Souls.
To be honest though, I don't really care much about where the characters are being slotted as much as if the character is even being slotted at all. The only time I actually care about character slot placement would be if they cram all DLC characters into one slot. Now that would just be really ugly, lazy, and unintuitive.
