Viola Zwei bring a lot of new gameplay aspects to the game and give it more variety so they definitely earned their spots. Pat also has unique moveset. As for everyone else they will be in the game in one form or another anyway.
 
Story dictates presence of most characters in the roster, but could as well be ignored (see Algol and Cervantes in SCV). Also there is good chance that SCV story will be retconned.
If ZWEI's dead I'm pretty sure they can always just find a way to resurrect him should they choose to continue after the events of SCV.
 
I'm sure Ein would of saved him or Viola will save him with her powers or something like that
 
Viola & Pyrrha are the only characters with real story potential based on their backstories, Natsu is a second but her character is irritating. Though I'd take Pyrrha Omega over her extremely whiny normal self.

There are two criteria which we can use: story and moveset. If we're going to analyse things from a story perspective, assuming that SC6 actually ranges from SC1 to SC3 or SC4 in its story, the only ones who truly can return are Elysium and, maybe, Viola. Elysium, as the spirit of Soul Calibur, is, in fact, very likely to return, to be the counterpart of Inferno, while Viola is thought to be Amy, so if Amy returns and they confirm the ties between the two, Viola would also be returning.

Moveset-wise, the only truly new movesets are the aforementioned Viola, as well as Patroklos and Z.W.E.I., obviously only the movesets, because the characters' ages likely wouldn't match. Viola's moveset can be transferred to Amy for the aforementioned reason as well, Patroklos' moveset could be given to a newcomer, to Sophitia's brother or just make it a CaS exclusive. Z.W.E.I. is quite weird, his attacks are way too specific for someone to just have the exact same powers, so I could see it, at best, being CaS exclusive as well.
