To be fair, you can't really decide tiers for "urself". That's exactly what leads people to complain like this. They fear that a character that was undeniably difficult to play against has managed to get better. It's entirely understandable. That said, negativity probably doesn't help around...

Changes do sound kind of bad, but at least they're mostly just slight damage nerfs. Nothing compared to how badly they seem to have nerfed Mina. They nerfed mother ****ing Mina.

Yeah, 3B isn't even safe, dunno why you would really ever use the attack when your opponent is right up on you. At the very least, use WS B. That version's safe, IIRC.

I thought this was a normal thing for all Mina players.

Yeah, 66K is great. The first two hits are -16 on hit, so nothing you want to abuse, but the little tech jump at the beginning has worked wonders when I've seen lows coming.
