Hard to pick. So for...

Bad Lag
Astaroth...44, 44gA, 66K spammed is IMPOSSIBLE TO BEAT!

Avg Lag
Cervy...A+B shakable combos + 4B+K (NON CH!) become spammable and effective...it's fucking disgusting.

Light Lag
Mitsu...his mixups just become stupid good even though he's a dream to GI offline using ANY of the usual online tactics.

Offline
Hilde...decent character, but simply having a combo that can RO you from anywhere on 1 mistake is bullshit even if she was the worst character without it. No one should lose a match for 1 mistake that requires little to no positioning settup.

Easiest to learn
Mitsu...he's the game's Ryu.

Easiest to abuse on scrubs
Kilik...Easy to do flashy moves and own with spacing.
 
plenty of cheapness to point out, i could only crown 1 per category. All shift rank depending on lag and definition of cheap.

Online could easily go to: Mitsu, Cervy, Cass, Sophie, Maxi, Astaroth, Zas, Ivy, Talim, Sieg, NM. They all have lag tactics out the ass or have something going for them online.
 
Man a lot of people like to call characters cheap because they can't play with them and such but when they do something someone else considers cheap they will defend it to the death. I know all of cervy's moves I use them all in play but when I beat people they all lock on to the stun combo and blame that. It's like I got 2 people I play against offline and they shake it EVERY time I don't even use it against them. But no matter how many vile tornados, fastest inputs, guard break dutchmans, curse of the ancient mariner, and every other one of his harder moves to perform they say nothing but OH DEAR GOD NOOOO not the stun combo are u kidding me u are cheap u used it and it damaged me...nevermind all the other attacks I used to set them up for it the stun combo did it to them.....UGHHHH

Anyways sorry about the rant I had to say it because I saw someone mention cervy. But the cheapest players to me are mitsu and sophie waaay to easy to spam up down.
 
I call cervy out because he's known for using the most unsafe and GI-able garbage and it works like gold online. Now...if a player uses these intelligently...i dont care. 4B+K is AMAZING for Ch, but if I see ANYONE use it with neutral advantage as the first strike, your a god damn lag abusing noob. It's the easiest move in the game to GI and is incredibily easy to air grab or simply CH mid air. This move has NEVER landed on me offline unless it was an intelligent whiff punish.

The stun combo...it's ok every now and then because it's legit offline despite being shakable, it's when it becomes your bread and butter.

Last is his 3AB...this is nearly impossible to block online even if you block the low. You KNOW the mid is coming but releasing 2 in time to block the mid, cuz if you try to do it visually you'll be too late and if you predict it you risk the low hitting you for early release.

This is a legit character...but 95% of them online are horrible and will own me consistently despite me know every out and seeing all there moves coming. Mitsu is equally guilty. However offline their my best match since i know them inside an out from scrub abuse.
 
LOL using 4B+K is extremely ill advised at just about any time to me, way to easy to side step and impact the only reason I will ever use it is if I desperately need better positioning and can't afford a run in.

3AB I disagree because I get it blocked online all the time I have resorted to doing stuff like 3A then 3AB to screw with people or 3A then grab.

IDK I think I don't have as many problems as some people with blocks and such though because I refuse to play any connection less than 4 although sometimes a 4 turns in to a 3 or less mid match. Game lag I can deal with, it's the button lag that kills me I don't see how you could even stand to play like that. Does everyone here play 3s? Is it jsut me that only plays 4-5?
 
I play only 4-5 but even on 5 connections you still lose frames, and a few frames can be a big ordeal when your barely able to keep up with some moves offline. I'm forced often to budder inputs before i need them leading to strings/mix ups with no hit confirmation, GI whiffs, and the simple fact of missing lows and numerous other stuff.

also...I've had 3 connections play like gold and have 5 connections play like I'm receiving porn downloads mid match (and sadly they have yet to finish).

talims the cheapest by far

1)mixups out of the flips are unbeatable

2)she moves around alot

3) he flips give her broke range

4) her throws hurt

5)her flipping doesn't let you combo her, it robs you of damage you should be getting
i have been foiled so many times when hitting a talim with hildes C3B only to not be able to doom combo because she was in the air - BROKE SHIT

EDIT:also rock is broke to

-rock has ground throws

-he does alot of DMG
 
Hilde is some what cheap, you whiff one blow on a lot of stages and your done or you get wall juggled to death. Lol her native stage premotes ring outs, some times i wonder whe she and is not a boss character but not algol. Cant tell you how many Hilde RO spammers i had to step around on to barely win a match against. I still dont care if i win that shit is a little ludicris but he makes you up your step game.........
 
Another thing is I refuse to play ring outs. I always join and I always pick a no ring out stage. When I first started playing it made me way to angry when some noob would get down to one hit and just ring me out.

Except, people are still debating on the "Cheapest character in SC4".
I personally think the cheapest character is yourself.
No character is cheap: but the PLAYER can make it cheap if they choose to:sc1yos1:
