From what I understand, it wasn't her entire moveset that was broke, it was like 2-3 moves....

3B

for example: 3B launched on NORMAL hit. it was waaaaay too easy to just walk right into one on accident and get half your life taken away as a result. that's like giving xianghua's AA air juggle capabilities

Xianghua was kinda broken in SC3, maybe even the strongest character in any Soul Calibur ever, but definitely not because she had a 3B that launched on normal hit. SC4 is the first game where it does not. And it didn't do more damage than any other staple launcher.
Lol, I think at her 1A being +8 ON HIT and -2 ON BLOCK. Best low ever. Her A+K[B+K] guard break was like +8 on block (correct me if I'm wrong) and followed you anywhere. And her 66A+B aka the teleport-move made some of my sparring partners throw their pads away when I got around some horizontal mids. :D
She had so many great moves (like Step B) that you didn't even have to use, because she had even better ones.

No. It was 1/4 life damage at most. Examine all of these moves as a whole instead:

3B, 33KA
FC 3B, 3B+K
2A+B, FC 3B
33B (side hit), 1BB
8K, 1BB
2B+K, 3B, 33KA
66K
1A
AA
44A
66A+B
WR K
WR A+B

All of these moves got addressed in SC4 (except for FC 3B). Besides that, these moves put together made SC3 console Xianghua devastating. SC2 was a little different because 22KB_throw mixups were important back then.
 
she will probable go one of two ways,

either we have another talim esque character with the too mature for her age swagger, or the talim while running K little girl who screws up all the time blah blah blah not too serious character.

I hope its the latter to be honest, funny characters arent a bad thing and too much seriousness dulls the game down, that coupled with her moms personality its almost safe too say she'll be comedic relief.

3B still launches in SC4, it just doesn't lead to much. All 3Bs in SC games are universal launcher (among other universal moves and inputs).

As for the combo strings you posted; most of those were in SC2 aside from a few changes here and there. Instead of 3B it was 88_22B, 1B, WS/R K or FC 3B. You also do 22B 33KA in SC2.

In terms of changes, X lost almost all of her new moves from SC2 and SC2 console. She could no longer do AA2_8A, or (the big one) WS/R A+BA. She lost 6B+K (waterfall) and it's guard cancel (the input was changed to the SC3 versions of 88_22B IIRC). She also lost her old one 1B and gained the new 1BB that's present in SC4 - albeit much more toned down than it was in SC3. In SC3 CH 1BB led to another 1BB and could do some serious damage.

Really, the big issue was that X had a lot of ways to put you into the new stun combo system in SC3 (and also present in SC4). That and being safe, and some really interesting guard cancels. Interestingly, Xianghua had quite a bit of gutting in SC3 and SC4, one of her best moves and fake outs in SC2 was her Waterfall guard cancel.

33B guard cancel, 3AK guard cancel, A+B charged unblockable, 1bA guard cancel, and another slide input guard cancel I'm forgetting that also had aGI frames. A lot those moves above went missing in SC3, some came back in SC4 but lacked the guard cancels and became the basis for her SXS stance. Not to mention a lot of changed inputs.

But yeah, the above combos were pretty nasty and actually pretty easy to connect on your opponent.

EDIT: Oh gosh, I miss 22KB.
 
Sigh, I'm already scared if she even comes close to resembling her SC2 self, especially with the new easy mode step system.
