Episode 1: Half the characters are kind of introduced. Nothing at all happens.

Episode 2: Izaya acts like a complete assclown. Really bad anime bad guy philosophy and it goes nowhere at the end.

Episode 3: Nothing happens, then there's a fight. I guess if you liked the characters involved it would be better. This is where most people told me the series hits its stride.

After that it's much better, except for that one episode that's just a bunch of random characters that nobody cares about looking for another random character that you've never even seen before.
 
@page, well ya this show is character driven so if you don't like any one character than any episode that follows them will be blah. I like em all so it's all fine.

Of the two episodes I watched of Durarara, the only thing noteworthy was the random Horo in the background of episode 1. How much you'd get out of it is probably dependent on how well you can stomach bad anime rhetoric along with random violence.
 
I'm sorry you've also only seen 2 eps. But it isn't just Horo, who wasn't in the background she was being held up to you by the otaku characters, but signs and stuff for Baccano, Hell Girl, Kurotsujushi, Cencoroll, Yozakura Quartet. And they directly quote other shows.
 
Higurashi no naku koro ni is a must watch. Good plot/story and lots of killing(please don't watch unless you have a strong stomach). The 1st season makes you wonder, but the 2nd will explain the secrets. The OVA series is mainly made for fans/entertainment, lots of laughs, especially the last ova. If you watched this anime, please do. I recommend it.
 
I watched Eureka 7 after watching the first ep of Arakawa, and its really hard to take seriously when Holland sounds like a Kappa.
 
Finally caught up on Angel Beats! since Static was awesome and pretty much triple released. Don't remember the last time that I've thoroughly enjoyed watching anime, but its good to be reminded that those times existed.

I was thinking about watching "Monster" it looks amazing and I heard Johan Liebert is one of the best villains in all of anime...
