Bouncing boobs in character creation, armor break, and Soul Calibur V japanese ad is the reason. period.
 
Apparently, more things for mature, grown-up audiences (love, sexual themes, dialogue, violence, etc.). The thing that worries me is the somewhat large range between Japan's rating of CERO D (17+) and America's rating of ESRB T (13+). At least U.K.'s PEGI 16 seems fairly reasonable, but 13+? Jesus Christ. <_<

Actually the ad nor armor breaking has anything to do with the rating.

-simulated acts of violence
-strong language (bitch, hell, damn)
-sexually suggestive themes.

But it's just the fact that children as young as 13 can deal with those sexual parameters. Not to sound too picky, but they should make a new ESRB rating for more mature adolescents, like T (15+). E (10+) was a nice start.
 
Well, the JP board says you should be 17+ to play SC5... I just find it odd that it went B -> C -> D
as for the ESRB rating for 5, I think it is not set yet correct?
 
It's been rated T by ESRB by the way.

This is a fighting game in which players engage in one-on-one combat against a large cast of human and supernatural characters. Players use guns, swords, spears, and other melee weapons to strike opponents and drain their health meters. The frenetic battles are highlighted by slashing sounds, impact effects, and frequent cries of pain. Cutscenes depict additional acts of violence, such as characters getting impaled with swords. Some female fighters wear outfits that reveal large amounts of jiggling cleavage and portions of their buttocks; on the character creation menu, players can augment fighters' breast sizes and manipulate the camera to zoom in on their bodies. The words “damn,” “b*tch,” and “bastard” can be heard in the dialogue.

It could be the additional violence in cutscenes which upped the Japanese rating.
 
FYI, the German USK rated...

SC1-2: USK 16
SC3: USK 12
SC4-5: USK 16

So the Cero rating is the most unconstant. It's still kind of puzzling though that the USK tends to rate 2D fighters USK 12 (Street Fighter, BlazBlue, Marvel vs Capcom) and 3D fighters USK 16 (Soulcalibur, Tekken, Dead or Alive).
 
Biggest divide for a regional rating I know of is the Shin Megami Tensei series. Nocturne (Or Lucifer's Call for Europeans) has an A(ll Ages) from CERO, M(ature) from the ESRB and 12+ from Pegi (Persona 3 has the same set of ratings).
 
You missed the point that the review board in Japan has bumped SC5's rating to "Mature"
That's Japan. they may think that because of the ad with Ivy's tities, partial nudity,& the cursing. They maybe more strict on their games.SO WHAT!!! This is the U.S. We get T for teens. Point Blank. Period.
