Really? Where was it stated? Nothing ever confirmed that a SCVI will be worked on or is being worked on.
So far, the only thing we know is that Project Soul/SC PR is giving inaccurate bits of trivia, pitiful semblances of memes, random polls (the last one was more than one month ago and we still don't have the answer), and ridiculous "guess who" games. We also know that SC is in nearly every game except its own series. We don't know anything, we're being ignored, and that's what inacceptable about the situation.

There is no need actually for them to inform us, that's true. Yet they are trying to act as if they were willing to communicate ("this silence shouldn't have happened" or "be patient"), without any result. Once a company enters a communication cycle, it's really bad publicity for them to stop without any reason other than an announcement made beforehand.

Do you think there's anything that could be perceived as hints as to who is in SCVI? I would like to think the Facebook banner they chose might be the first clue.
They're choosing to represent the series with the old characters on Facebook. Something to keep in mind is that when Daishi ran PS, they used primarily the new characters to represent. If this is any hint, I'd be pretty happy with it.

Isn't it rather because these are key characters, very well known representatives of the series? (Though I'm not sure about Tira ^^)

All the more reason for them to be included. I don't see why they would choose these characters to represent the series and then not have them in the actual game. That wouldn't make sense.
