I bet you Hwang appears in story mode with Xianghua's moveset and he yells at a seong mi-na JUST KIDDING
The primary argument is the leaks. We've got 2 leakers confirmed to be legit on 4chan. First one claims Cassandra is only in a cameo in Sophitia's story mode but not playable. The second leaker also doesn't think she's playable.

If she's in the game at all, it would have to be DLC.
That said though weren't these leaks months ago? If they had a bunch of the resources created already it likely would not take them nearly as long to work on her as it would someone brand new. Also if we are correct both of these leakers are believed to have not worked directly for Project Soul but rather voice direction or marketing or something. Games can get voice acting completed in a pretty quick amount of time and if she was one of the last decided characters when all of this leaked perhaps they didn't have her ready for voicing yet (or couldn't get the voice actor to do lines at the time due to prior obligations). There is also a real possibility that because leaks were known that they might have hidden the last few characters they decided on and put dummy characters in the game to try and root out the leakers. I think there is a good chance of Cassandra either being in game on launch or the first DLC character.

That said though because I'm a fan and we're all pessimistic because of V I'm not expecting it.

A few things to consider about announcements that are left:
1) It's 2018, show me any recent fighting game that has more than 1-2 (usually bosses, like Azwel and Inferno in our case) unlockable characters.
There are none, because it's not a thing anymore. Betting that half the roster (or even 1/8 of it) is not gonna be announced and will surprise us as unlockable characters is beyond naive (especially considering that they already announced 1 DLC character). It's not a glorious 2003 anymore.
2) Cerv and Raph are leaked, they are not considered "officially announced" in the schedule, despite our knowledge of their presence in the game
3) There is only 2 timestamps for announcements left - TGS and beginning of October (it's only 1.5 months before release after all)
3.1)One of those is reserved for Cerv and Raph
3.2)We don't even know for sure that they were supposed to be announced together, there is a possibility that one announcement goes to Cerv, another for Raph and that's it
3.3)Even if they are announced together, next trailer could be "Release Trailer/Features Recap trailer/etc" that won't show anything new and is
just an advertisement trailer
4) There is 4 places on character select screen you might say, but two of them are obviously DLC ones (as they are separated from other roster and are even hidden by color select). So even in best case we have 2 more characters left.
4.1) The only ones teased and more or less relevant to events of SCI are Aeon and Hwang, so it could be them, with Inferno in the middle.
4.2) Tira, as Day_One/"Bonus" DLC could be already on the normal (not reserved for "main" 3 DLC) character select screen and Inferno in the slot
symmetrically opposite to Azwel one (with center not being a slot at all, like it was with SCV), which leaves us with no space for any other
base characters.
5) If they are gonna announce Cerv or Raph this thursday - we are gold. Because that basically confirms that they will show someone else on TGS.
5.1) And of course they could make everyone happy by announcing non-Cerv/Raph/Inferno character and confirm that they are smart enough to
not place DLC slots on the base roster

Just a few random thoughts.

How could anyone turn down the power of Bootyssandra?

If they have anything left to show which is not on the leak, they better do that next reveal in order to prove they still have a surprise left. Even if its DLC.

It’s just annoying how you want to have an awesome finish of your badass custom cutlass user yet they’re going to make a freaking peace sign.

And you really can’t make a masculine sword&shield user either because Sophitia has dainty movements.

Poor Edgemaster had to do Viola’s booty shake too.

First leaker was a localizer who did work on the game a year ago (he noted the game seemed far along in development). It's unknown when and what the second leaker did with the game (my guess he was a tester of sorts), but he updated his leak based on data just 2 months old (though it's possible his company still had an old build or data of the game they never deleted and he looked it up).

I really don't want to get my hopes up. The further along a game is in development the more likely the game is to get cuts than extra additions. We know the dev team managed to get a few extra months of development in so that adds a small bit of hope, but the most common reason games get delayed is because they're behind schedule. It's very possible the delay didn't result in extra content.

The primary reason they should scrap CAS altogether and just go with character editing. Too much of a character's identity is tied to the moveset. So people will not even be able to make what they really want anyway.

Game would die. Too many Soul Calibur fans are CaSaholics like myself. Too late to go back now. Is the only real option we have for this kind of gameplay with character creation, so we all flock to this game and as such losing us would be too much of a blow.

I can't agree, why scrap an established system? why not add options to said system to fix the problem?

allow the player to choose the intro/outro, let them choose an animation set for combat (masculine, feminine) the first part you could create a couple generic intros and outros, the second part you would have to do more work but allot of animations could be reused as their "feminine or masculine" nature isn't that apparent. Mostly it would be the idle animation, blocking, moving, and a couple attacks.

The custom styles in had personality-based poses.... Don’t see why they can’t come back. Copies of the main cast in III only did certain poses anyways.

Perhaps, we'll see how people handle the lack of favorite characters and if they'll connect the dots or not to Libra and CAS as being responsible for that. Unfortunately the more likely scenario is they will blame Namco for any

I think you are oversimplifying a very complicated and difficult process.

didn't say it would be easy or simple
just saying you should try to fix the problem before scrapping a system that has been around since 2006

Custom styles in 3 clearly lacked all sorts of polish and thought regular characters get. Overall most of them felt very generic and lifeless. Although i will admit i liked a couple of them.

Anyway they can not return. Would you expect them to be playable online? I'm sure most people would. That would be a nightmare. How could the team properly balance and test double the roster size?

Or wait a minute maybe i didnt quite understand. Are you talking strictly about intros and win poses? Not necessarily movesets? If that was the case then maybe yeah they can do that.

Inferno on the far left side is nonsense.
I would agree if we're talking about the "alignment" the roster seems to follow where the characters on the left seem to be personally involved with soul calibur and the characters on the right seem to be personally involved with soul edge but that seems off since from what we've seen from Azwell he is a chaotic neutral character and is using both swords so why would he be soul edge aligned? you'd think he would be in the center and inferno should be top right.

I'm tellin you, Inferno is gonna end up with an Elysium alt. That is why it fits in the top left opposite of Azwel.

I would to see an evil Cassandra at the opposite of Azwel.
Like possessed by Soul Calibur in Astral Chaos .
With a killer new moveset or something like that .
