Reason to ban Algol: just one; Bubbles... you can spam bubbles, combo with bubbles, hang around from far away the opponent while you shoot bubbles everywhere... and with different speeds, angles and consequences... if Algol is patched and the bubbles are replaced with regular sword moves then its time to be unbanned.
Reason to ban Hilde: no one... she is a broken tier, as we had in any Soul Series game since SB(but she is the most); excellent range, low unsafe percentage, excellent pressure game, but I think all this is at the same level of characters like Kilik, Ivy and Amy, her only "broken property" its her big advantages in RO and combos from any distance and situation. With a patch anything can be fixed.
Reason to ban SW chars: in order to play against any of this character you have to learn a lot about their moves and the force bar; its like Namco tried to test those characters in SC to start the developing of a new sword combat game but only with SW chars. I can't see a reason to ban (except for Yoda who cannot be throw or hit with a high move), but if your community of players doesn't include SW freaks then is a good choice to ban them.

I disagree with all of your reasons for why these characters should be banned (Not including yoda, he shouldn't even be in the game if you ask me.) I'll start with
Algol.
Bubbles, first of all, aren't that dangerous nor are they difficult to deal with. As Jaxel said, if you get infinited with Algol bubble combo, you kind of deserve to be infinited. All of the bubbles can be guard impacted and sent back at him. Hell, you could guard impact the bubble and not even have to worry about it anymore because it isn't dangerous to you at that point. Sure, it takes some work, but getting hit by a few of them isn't threatening. All you need to do against an algol player thats turtling behind bubbles is get in, do some damage to get ahead of him in health and then back off. He'll come to you, and then he's playing your game. Problem solved.
Hilde Once again, I feel like this is a matter of opinion, hence the Talim VS Hilde conversation I had in the chat a while ago. I play hilde, and I can tell you that from my point of view, she isn't broken at all. Yes, she punished heavily for your fuck ups, but hey.....be more careful. She can't DOOM combo you if you're blocking, considering the fact that none of the RO combo's start low. Don't low block (unless it calls for it) and don't waste moves. I only DOOM combo people when they whiff attacks for stupid reasons. Like attempting 66BB with mitsurugi after running in from full screen. Wtf? Get out of my ring.
Oh yeah, her C2 for the B button can be stepped easily and stepping is only dangerous if she has CS2 charged for the A button, and even then only at certain distances. If you're upclose, yeah, you might get punished for stepping the B charge but other than that its not a problem. Just be as concious of what you're doing as the Hilde player is while staying safe and aware of how close you are to the edge of the ring.
SW character The force bar is really more of a problem for them than it is for you. If vader runs out of force and you're in his face, he's in some trouble because he's going to be stunned for a second and thats not a good idea, same for the apprentice. Vaders only dangerous with the force if you're on the ground, or stunned, but his force power is really only for powerful attacks while he's standing up. He's also bat-shit easy to sidestep around. Apprentice....Meh, he can be a pain in the ass in the right hands, but his force abilities really aren't ban-worthy. Get rid of his force explosion out of his B+G grab and i'm happy, no more bullshit ring outs. >:|
Anyway, none of your reasons for banning these characters apply anymore. There was a time when most of us would agree with you, but that was when we weren't as knowledgeable of the obvious weaknesses and strengths of these characters. In SCIV's first few months, i'll agree that hilde and the SW could be considered broken completely. But with all the patches, and time we've had to adapt. It just isn't valid anymore.
