While they so share Japanese VAs, I don't think they share English VAs.
Besides, having the same VA means almost nothing.(Ezio and Siegfried...)
So is the "regular" Raph in this game a ghost or zombie then?? Or is he still the vampire being after being released from soul edge's control??

Hmm...but Raph has a solid physical body. And if Dumas was just the body, he'd be an empty shell for Soul Edge which makes one wonder why Dumas acts less like SCIV Nightmare and more like Raph.So it seems that "Dumas is the body, and Raphael is a ghoul" is true.
(I'm a girl lol). I know she already had that disorder but in SCIII, she was merely mentally unstable and she just switched from being jolly to gloomy. But after the event, her mind literally got shattered and when she returned, those two emotions actually became two distinct people. It said so in her sciv profile in that chain of souls thing.Tira had always had bipolar disorder, the stances were added on SCIV, but she had the same disorder in III. She could end the fight in Jolly or Gloomy, but it didn't affect her gameplay. Your mistake there bro, but keep on speculating.

RANDOM SPECULATION MODE
Tira developed two distince personality after SCIII events. Could it be possible that Raphael's soul was divided. One part is intent on finding and making his daughter happy while the other part is more focused on regaining power to make the new world they need?
Dumas takes on the power part, start a purge, regain the shards and turns more evil the longer he has Soul Edge while the other part parts from him, takes the weapon style and his love for his daughter so that he can find her. As for how Raph has a physical body, materialization perhaps?
