In the case of the extra mimic characters, I wouldn't go so far as to accuse the developers of being lazy. As we know the "higher-ups" give the developers time constraints, which in many cases affects the final product because the developers simply don't have the time to put everything that they want into the game.I feel that Namco was lazy with those characters if they are only mimics of male and females.
The worst thing they've done is not bring back Talim. The only filipina fighter and she got taken out.
I'm not satisfied if they are full mimics. Not happy at all.
If you look at the artwork for Kilik and Elysium, you can see that Kilik is holding his bo staff, and Elysium has a shield and what appears to be a sword in her other hand off-screen. This shows that the character designer who drew them obviously intended for them to have a style with those weapons, and not have something like Kilik wielding nunchucks or Elysium with a ring blade and acting bi-polar.
So what could have happened is that they simply didn't have the time to complete original movesets for these "boss" characters due to the time constraints that the higher-up businessmen enforced on them. And they probably didn't want to completely scrap these characters due to story reasons, so they could have taken an alternative route of giving them the "classic SC boss" treatment of making them mimics.
So rather than calling the hardworking developers lazy for this, I'd lay the blame on the money hungry higher-ups.
As for the missing characters like Talim, Zas, Yun, etc, at NEC Daishi stated that he would like to go the Capcom route of releasing an updated version of the game in a year or more. The reason is because it's more cost effective for them than simply DLC and patches, and also because it will allow them to put things into the game that they previously couldn't due to the time constraints. So I would expect to see at least Talim and Zas in the next version if not DLC. Not to mention that holding off characters like Talim and Zas for that version will give people a reason to be more hyped for that version when it comes out, allowing for better sales.
Russell, have you looked into getting the pre-release party or the Feb 4th tournament, or both, on the 8WR.com front page and on the official SC facebook page? The more exposure we can get the higher chances we have at getting new players to come out. Especially considering that the official SC facebook page has well over 172,000 followers.
